I have a Goodman CPL J36 1 split system downstairs. Neither the inside airhandler section nor the outside compressor works. I have swapped thermostats with upstairs working unit, tripped/reset breakers -neither section works, fan blades turn freely on outside section.
Any suggestions?

check for power at both the indoor and outdoor sections, if ok, check the transformer for 24 volts.

I have power at the outside section, but did not get 24v at outside section or at thermostat, which I did get at upstairs unit in same locations. (I have two similar systems- first floor and second floor- first floor is not working).
What next?

What voltage do you have going to the indoor section from the circuit breaker? What about the transformer? Input voltage? Output voltage?

I have 120 v from circuit breaker to each pole of controler and same going out. I am not reading any voltage at transformer. I checked at the white and red wires going to thermostat-0. I do have 24v at upstairs unit at red and white wires, when requesting cooling not at this unit.
I ordered new controler and replaced the old to no avail. Could it be bad- I bought a spare.
I have 120 v at all three points on the capacitor and into board at red wires.
I have a new (one month old) digital set back theromstat installed on this unit- could it be the issue. I have one for upstairs which I had not installed and swapped them out downstairs, nothing. I put on old mercury thermostat- nothing.
Suggestions?

I tested using digital mulitmeter.
I tested line voltage using line ground and found 120 v at L1, T1, L2, T2 as well as on the defrost control board at DF1 and DF2.
I tested for 24 V using white wire at defrost control board as ground trying each color reading no voltage. I reset thermostat to request cooling and fan to on- no voltage. I tested without thermostat installed.
I tested at the connection to thermostat wires by removing wire nuts- no voltage.
I tested each color wire while using line ground- I got about 5V.
I replaced theromstat.

Inside airhandler transformer - no voltage on 24v side, replaced the transformer with a 24V 50VA in lieu of 40VA, but it has a builtin circuit breaker and parts guy was confident it would be better- unit started, outside section started ran for 5 minutes, coil frosted up -new transformer circuit breaker tripped! Looked at outside unit, noticed controller transformer has heated up and discolered the plastic wrapping.
What should I look at next?

coil frosted up?- does that mean the indoor fan was NOT running? The next thing to do is disconnect the secondary of the transformer, reset the circuit breaker and see if the transformer was smoked. Then, [power back off, transformer secondary still disconnected] ohms test each wire to ground. You might get lucky and hit on the problem straightaway. Also, visually inspect all the low voltage cabling for something obvious like a chafe at the entrance of a cabinet or a spot in the outdoor unit where the cable has lain on a hot tube. Beyond that, you would need an amp meter and reconnect each circuit one at a time taking amp draws as you go. At 50VA, the maximum amp draw on the secondary side is nudge over 2 amps.

Problem Solved! Thanks for the help.
I inadvertantly hooked the system up as 240v not 208, thus the 50v reading. It toasted the contactor outside, which I had bought 2 of due to $25 minimum. Once the wires to the "new" inside transformer were connected correctly system works.
