I am not at all well-versed in this (house AC units) area, but I will try and explain this in as much detail as possible. I noticed it getting hot in my house today (July 4). Later, noticed that the (motor in the) outside unit was not coming on. You could hear a "humming noise" at times, as if it was attempting to turn on, but it would not actually turn on. The top of the motor was hot to the touch and would spin freely (I checked).

Could you someone give me some suggestions on what this could be?

BTW-This is a carrier AC unit.

It sounds like you might have a bad capacitor. There have been several posts in the past couple weeks about capacitors. Scroll down and enjoy.
