I have a toilet that has to be double flushed or you have to hold the handle down. I have replaced the entire inside including and a new flapper. Watching the inside when you push the handle down the flapper does not stay open long enough to let sufficient water to the bowl. I have adjusted the chain, replaced the flapper and still have the same problem. I am at a wits end.

OK I figured it out myself. The flapper that I bought at Lowes was too heay. I bought a flapper from a plumbing out let and it fixed the problem
