I have 2 units- one upstairs and one downstairs-

The upstairs is blowing- I feel the air blowing- the thingamabob outside (can't think of the name) is operating, but no cold air. I did notice that there's no water being pumped out.

I hear its the compressor, but hopefully it's something else. Is there a few other checks I can do before I call the rapis- I mean the HVAC guy?

We need a little more information in order to help you. Try to answer the following 4 questions, and we go from there.
1) is the outside fan running (that's the condensing unit which has the compressor in it)? 2) did you see 2 lines go into that unit, one big one insulated, one small copper line has no insulation? While the system is running, try to feel the big one at the end where no insulation and to see if it is cold ? 3) Does the outside fan blow hot air or at least pretty warm feel by hand? 4) Where do you want to see the water ?? Remember, good newer central A/C system's condnesing water are all hidden, you should not see any water anywhere.

Considering that the help your looking for, at no cost no less, is going to come from an HVAC guy, do you think thats a good way to start?
