I have a Kohler toilet which has been giving me some minor headaches for a while. It has been filling the bowl constantly, so I went ahead and replaced the Fluidmaster 400 valve with a new Korky Quiet Fill and new flapper.
That has solved the constant filling of the bowl, but for whatever reason it still takes an incredibly long time to fill the tank. Thus, I can't flush it again for about 5 minutes. (Pretty inconvenient when people are over). The water line is fully open, and no apparent blockages.
The other toilet in the the house does not have this issue.
Any thoughts?

If you are getting good flow from the line when disconnected from the fill valve, I'd have to believe the "Quiet Fill" is restricting the flow drastically to cut down on noise. I'd go back to the Fluidmaster.

I guess I should have noted that this problem existed with the old Fluidmaster as well. It took forever to fill, and in fact the bowl never stopped filling. Now, I only have the former problem.

Well, as I said, you'll just have to check the flow from the line to the tank if you haven't before. If its the same as the other toilet (fill a bucket or gallon jug and time it)..then I don't have much else to suggest.
Even though a valve appears to be fully open, it may not be allowing full flow.
