I've got a 16.5 Hp B&S OHV engine, m-310707, t-0137-E1. I was just wondering, should the engine be warm or cold when setting the valves or does it make a difference?

Initial setting should be cold. Run it in a bit then recheck.
If you check it at operating temp as long as you have clearance, you should be good.
