This unit is pretty old but right now my mother doesn't have the money to replace it, so im hoping someone here can help me diagnose. I already called out a service person and they told me to just replace the unit because it's worn.
The unit blows mildly cold air but when you remove the access panel everything is exceptionally hot.(e.g. the pipes)
What would cause this heat to build up and can I replace something to alleviate this problem?
Also, would a unit being "worn" cause this problem?

Yes, the unit may be past its useful lifespan, but that's usually something recommended only when the fix, and future failures will be more problematic and expensive to fix than a new system.
Find another tech that will do more than simply throw up his hands and say time to replace. For the cost of a service call you should get a specific diagnosis.
