I just installed a new water heater (50 gal Whirlpool - I know, not the best brand) and it seems to be working except - there is no hot water coming out of the faucets or showers.
If I open the TP valve, it is very warm / hot water ... therefore I don't think it is a problem with the heater.
Any suggestions?

Gas or electric? Do you hear it heating up? It should be pretty obvious just by the sound.
You didn't turn it on before you filled it and bled all the air out of the lines did you?

Electric.
I filled it up before connecting electricity - again water in the tank seems to be heated.

Ahh sorry, I misread you first post...I saw "barely warm/hot" not "very".
Try checking the water temp at the drain vs the T&P valve. The water at the very top where the T&P is will be the warmest of anywhere in the tank....the hot is actually drawn out a little further down as I understand.
I can never remember which element comes on first top or bottom...sorry. Its not unheard of for an element or thermostat to be faulty. You DO have the stats set to about 120-130 degrees? I think they normally come from the factory at 120 or so.
Also check your reset buttons.
