I have successfully removed the old border from the vinyl wall paper in the bathroom. It came off easy and was no big deal. Just thought I had to wash off the residue of the paste. It's not coming off, so I assume it is vinyl adhesive that is stuck on the wall paper. I have tried steaming off the glue, I have tried solutions of vinegar, DIF and fabric stoftener. My question, should I just use a fine grained sand paper and carefully sand off as much of the adhesive as possible? Using wet solutions I am afraid will hurt the wall paper I am leaving up. The new border I am putting up over the wall paper is wider than the old paper. Thanks!

Sometimes the best thing to dissolve something is an application of the same thing. If you will need to use adhesive to stick the new border, you might try a dilute solution of adhesive and water and a white (no scratch) scrubby pad.
Oh...No wallpaper expert...just something I've found works.

I know that you tried fabric softener, but honestly, sometimes that does not work the conventional way. Instead, try a Bounce Fabric Sheet dipped in hot to warm water. Ok it sounds crazy, but the glue should come of as if you simply spilled something on the counter and are wiping it up.
There is something about the bounce sheet make up and concentration of fabric softener that makes this work. The great thing is that depending on the size of area you are working on, you can keep dipping the same few sheets in the bowl until the water gets cool.
