Does anyone know what is the difference between 36" bolt cutters that has a small lever arm on one of the handles vs. ones that does not have this extra lever arm. Thanks

Pic would help but I'm guessing the extra arm design is a ratchet bolt cutter which would give you extra leverage to cut thicker or harder items.Depending on what you are trying to cut even a 36 in won't do the job example the hardened shackle of a well made padlock like a master if thick enough like around 3/8 in or so won't penetrate by hand action alone and will shatter the jaws of a 36 in set especially an imported set.

Been there done that.
