The line set coming out of the air handler(Approx 1/4" dia.) isn't cold when running in A/C mode. Is this a problem?

Nope! It should not be cold thats why it is not insulated.

The smaller uninsulated line (aka discharge) should be warm, while the bigger insulated line (aka suction) should be cold and possibly forming dew.

If neither line is cold, yes, you have a problem.
