We live in Orlando and are putting in a garage slab when we have our new driveway poured. We won't be building the garage right away but are saving by having it poured at the same time. We may want to build a garage with an apartment or bonus space above it. My question is, do we need a footer and if so what size footer would we need to have to meet code if we do decide on a two story structure later.

Yes you need a footer. I used to live in east orange county, if I remember correctly the footer would need to be 16" Call the permit office - they can tell you for sure.
