Since applying Scotts Step 2 for Weed, my lawn does not grow as fast anymore with some sections thinning out just a little. Is that normal? Prior to Step 2, it was growing like it was on steroids.

Sounds to me like the product is doing it's job and that your lawn had somewhat of a weed content.Assuming the product was applied correctly in all respects,it would not retard grass growth or thin areas of actual grass.Broadleaf weeds can have a fast growth cycle explaining past activity levels.
