Just got a 9.8 hp Mercury outboard.
The cooling stream from the head has hot air in a strong pressure, water comes out sporadically though.
Originally there was no water . We inserted a thin wire and the strong pressure of air started.
Could it be that there is sediment in there and the water will stream stronger when in the water. So far I have only run the motor in a can filled with water.(could that be why?) the prior owner has not changed the water pump in a couple of years- he doesnt know when the last time it was changed.
Is there a thermostat on this motor? What is the impeller as compared to the water pump?

Did you have a deep enough bucket so that the water at least covered the horizontal plaining fin. The water intake is just below the front of the fin. Also, don't put it in gear because it will cavitate and not be able to pull in water. The impeller is thye water pump.

It was in garbage can. I will try again with ears on a hose to see if any better or maybe even put in water - or jus be safe and take to service to have checked out to be safe..
Thanks...
