Hello.
I replaced the exhaust vent for my hot water heater, there is a gap all around the pipe where it goes through the cinder block wall out to my chimney stack. Does any one know what I can use to seal this gap? Can I use regular cement or mortar?

Use stove mortar. Rutland is one mfg.

Water Plug
Hydraulic Cement
Make sure you make sure that flue piping isn't venting through the cavities of the block. It must get into the flue chase itself to allow for proper draw.
