I live in zone 3-4 facing the Atlantic Ocean. I'm looking for salt and wind-tolerant plants, shrubs, and trees.

Check out the SUNSET WESTERN GARDEN BOOK. I know it says Western but ignore that. They have a great section on salt tolerant and wind tolerant plants for seaside planting and the plants are listed by zone. Your local library should be able to get you a copy of the book or you may want to purchase one for your own use from your local bookstore or garden center. It's loaded with good info.
