I have a walkout basement house .the basement walls have no insulation in them the house has lamps wool with plaster walls what would be the best to use? would spray in foam work for both? would I have any moisture problems?

Foam insulation is by far the best insulation for a below grade or partially below grade wall. It will not trap or hold moisture the way fiberglass or cellulose insulation will. You'll want to make sure you follow the manufacturer's instructions for installation and most foam insulations must be covered by min. 1/2" gypsum board as a thermal barrier.
