I'd say the diode in the stator wire is blown and the stator may be shorted. This sounds like one of the ones that doesn't have the rectifier, so check the diode by putting one test lead on ground and another on the stator wire. Check ohms, then reverse the leads and put red where black was, and visa-versa. You should have continuity one way but not the other. If you have continuity both ways, the diode is shorted.
