Just moved into a house that the old owner only lived in 10 days out of the month. All 3 toilets take at least 2 minutes to refill the tank, the water trickles into the tank. The other problem is in our basement toilet, it acts like it is always clogged no matter what. We have stopped using it all together because of this problem. Any suggestions would be appreciated.

Replace the fill valves (Fluidmaster 400A) and use a closet auger to remove the obstruction out of the basement toilet.
