the pitch(crown) on my my chimney was rebuilt it rained 4 hours later and now there are cracks is this normal or did the rain cause this and does it have to be rebuilt again?

No expert..but it seems like I've heard that if mortar (which I think is what was probably used) and concrete get very wet or are mixed too wet initially they can crack as the cure.

I'll send a PM to one of the concrete guys and see if they can respond.
