Well, can't be sure...but I think the OP is being required to provide material and labor cost for a DIY project permit.
Of course this makes no sense, and I understand the confusion.
I'm wondering if thats just reading off a form or possibly a miscommunication with the permits office? I mean, of course my labor is worth $75 per hour (if I could find someone willing to pay that), but how do you put a labor cost on a project for yourself.
Any CO folks out there?
