1976 Kellogg American Air Compressor runs but will not build pressure in tank. Looking for information on do it myself repair.

It's just like an engine. If the bottom end is good (no knocks or excessive endplay), go to the cylinders and the head. I think Kellog is still supported so you can get rings, pins, bushings, valves, gaskets, etc. The head on a 30 year old pump is probably filled with carbon, so start by cleaning it. Good luck.
