I have a toilet with a shutoff valve under it that turns about 1/4 turn to shut off the water. However, the bowl fills about 2/3 after the valve is turned off. The toilet then won't flush again after the first flush.

The problem is, it's hard to clean the bowl thoroughly when it's mostly full of water. Is there a way to adjust this so I can get the bowl to drain completely?

Are you talking about the bowl or the tank?The bowl would fill from the water in the tank after you turned off the valve then the tanl would not refill.

To empty out the bowl you can actually dip it out with something or pour a bucket of water in it very fast.That will pull the water out and with no source to refill it will only have water at the very bottom.

Talking about the bowl. Most toilets you flush until the tank is empty, then the bowl doesn't refill. With this one, it will flush once with the valve off, then no more, altho the bowl is almost up to the usual level.

Water in the bowl doesn't cause the flush. It's the water in the tank entering the bowl that causes the flush. Flushing doesn't empty the bowl. I use a shop vac to empty the toilet bowl.
