Help! I just bought an older home and the kitchen walls have what seems to be fiber board or thin drywall with a vinyl "wallpaper" finish on it. Can I paint over it?

Yes, wash first, prime, and paint. HAve your primer tinted to match the finish color if it varies much from the vinyl.
