How do remove a vinyl or aluminum window with a flange that goes behind the siding or brick without removing the siding or the brick? Or is there no other way?

Are you planning on saving the window or destroying it in the process? And what are you going to replace it with? Also, what type of siding?

If you don't want to be removing brick to install a new window, I would leave the old frame and use it as a stop for the new window. You may have to trim around the edges, but easier than getting out the old frame/nail fin.
But to remove the old frame/fin, cutting it into sections with a sawsall and running a sawall blade between the fin and the sheathing to cut nails is what is needed.

No, I'm not planning on saving the old windows. Also the siding is the old asbestos shakes from the '60s. And I guess we'll be replacing them with vinyl windows.
If you don't want to be removing brick to install a new window, I would leave the old frame and use it as a stop for the new window. You may have to trim around the edges, but easier than getting out the old frame/nail fin.
