just got hands on broken radio transmitter (the screen broke) and was wondering how I can DIY this IC with the oscillator, and about how far it can transmit. I'm more interested in the range of the transmission.

You can replace the LCD or original micro controller, to control the transmitter chip.

Being it seems that chip is for an FCC part 15 transmitter, it is legally limited to a rather small distance, like 150 ft.
