I am thinking about buying a house but want to make sure the renovation costs and work would be reasonable before doing so.
The question is the one story house was built on a cement slab and I'm wondering how involved accessing the plumbing would be if I was to either expand the existing bathroom into a library behind the bathroom or even add another bathroom in that space.

Basically any movement of the plumbing in your situation will require the digging up of the concrete in that area. It is involved, and sometimes exceeds DIY expertise, but doable. Consider an overall plan, put it on paper and make sure it will work for you and for resale value. It will be a little costly, too, so you need to justify it.

Thanks for the response. I figured it would require what you said. I guess I'm looking for responses from contractors or those who have done it with an idea of how much time it took to do similar projects so I might be able to estimate costs.

Oh, I've done it plenty of times, but without knowing exactly what you want to do, we can't give you a timeline. Installing a toilet may take two days due to drying time of the concrete. Moving an entire bathroom, adding a laundry room, installing a shower, etc. may take a week or longer.
