Bricks, Masonry, Asphalt and Concrete - Cinder Block Porch Foundation

I want to add on the my existing porch to create and outdoor kitchen. I have poured a footer and laid my cinderblock now i have noticed that my cinderblock wall is about an half of an inch from where my concrete slab will end on the top. My question is should the slab rest on the cinder block or can it be reinforced and pored inside of the blocked area? I thought about drilling wholes in the new cinder block and in the old and treading rod to span the distance. The cinder block will be supporting a wall so all of the blocks at the base will be hid. I just don't want any of my slab to crack at all.

The slab should rest on the top of the block with anchor bolts sticking out.

Why threaded rods and not rebar?

Whats the insulation plan under the slab and behind the block wall?

I meant rebar. I didn't know it had to be insulation because its outside. What do you recommend?
