Can you start up an i/o (7.4 liter) when the boat is out of water? What precautions should be taken?

Yes it can be stared out of the water as long as you provide water with "ear muffs". The eggine must have water to it before it starts. I've seen the bravo waterpump impellers tear the fins off in as little as 20 seconds if the muffs fall off so tape them in place before starting the water.

If you are running on a hose be carefull of engine rpm as there is no load or backpressure on the exhaust so rpm's build fast.
