I have a York air conditioner, and I believe the capacitor is shot. The fan unit would not start and I started it manually by turning the fan. My question is, the house is still not getting cold. Is it because this is a dual capacitor, and the other half should run the compressor and it is not? Here is the stupid question how do I tell if this is a dual capacitor there are three leads on the capacitor, and it is about 6" long and round.

If you mean 3 different connection points, it's a dual. Being a York, it's probably dual.
Is it buldged out?
Kill power, use insulated screw driver (or equiv) short contacts together and to metal elect box.
Remove cap, CAREFUL mark wire locations.
Take cap to hvac supply house get tested and get new cap.
Install new cap.
Should be ok.
