The old wallpaper came off easily but left
the backing which is smooth. Can I wallpaper
over this backing and, if so, do i need to
prime the walls first?

I don't think that's a good idea. I would remove the backing using wallpaper remover,(it should come off easily) then prime the walls with Kilz or use a wallpaper sizing. Good luck!
