I have a Briggs & Stratton 19.5 HP twin cylinder (model 461707, type 0147-E1) which will not start. I cleaned the Carb. and checked that fuel is reaching it. I know I should be looking at the sparks at this stage but what's bothering me is that it makes a loud rattling noise when I pull the choke. I traced the noise to the governor assembly which I can see chattering. Any idea what's causing this?

The governor is moving when you pull the choke? That doesn't make sense, because it should have no connection to the choke. If the governor is moving back and forth while you're cranking the engine, you probably have internal failure. Does it have compression? Is the oil low?
