Air Conditioning - 82F inside!! A/C not cooling

Yesterday was the first time I have had to switch on our a/c, overnight it did not cool the house down, today the house is now up to 82F inside, and it is miserable.

I have no idea how to fix the A/C, and do not plan to attempt to fix it. Our house is less than 6 months old, so I am hoping that it will be covered by warranty. The heating works fine, but cooling does not work.

As far as I can tell, when the unit is set to cool, the outside unit does not run, it switches on, but then almost instantly switches off again. Is that something that will be easy to fix? The weather here is forecast to be hot for the next few days and I need to get this fixed before the humid summer comes along in VA. Just trying to get an idea of what might be the problem.

I would call the installing company or the builder. It sounds like the installation is not complete. There could be a valve left off in preparation for the final evacuation and charging.
