I would like to build a cinder block planter box on an elevated deck. I have taken into consideration the extra load... so that isn't an issue.
My question is, I will have 2x10 floor joists 12" apart. What do you recommend I place the cinder blocks on. In other words, even thought these joists will be PT... it seems like I need something to "rest" these cinder blocks on top of?
Thoughts??

I do not recommend doing a block planter on a deck. Use composite material, PVC, Cedar or other outdoor rated material that can be safely installed on top of a deck. Also, make sure to protect the part of the deck the dirt will be sitting on.
