what would be the best material (wood) to build a floating dock on a fresh water country pond?

Also, I'm assuming that pressure treated is out of the question since it will be contact with the water. Is that correct?

Actually, most are built from PT..better than creosote telephone poles. Matter of fact I believe they still produce a limited amount of the old PT for use in docks in coastal regions, that may have changed.

I would contact your state department of fisheries and waterways (or whatever it's called there) for recommendations.

Waterloo region doesn't give me anything to try and search for...is that in Belgium?
