I want to paint my kitchen cabinets, and the side of the base cabinet is covered in vinyl veneer (contact paper). How do I prep the surface to paint them, and what is the best primer and paint to use?

Clean and lightly scuff sand, then use a pigmented shellac primer like zinnser's BIN. If it looks ok after the primer dries, you can top coat with latex, oil base or waterborne enamel. It mght be a good idea to try a test area first.
