My local inspector came to my neighbors to see if she had
some work with out permits. Turned out she did not but while he was there he inspected the water heater and told her
she needed a crossover wire installed. The water heater
is gas and not new. What is he talking about? I have seen
ground wires connected to the two inlet and outlet pipes before. could this be what he is talking about. He said it is a big safety proceedure and could save her life. Anyone know what he is talking about.

Yes thats what he probably means....I believe its to complete the grounding path when water piping is used as a ground.

Not sure when it is required exactly..but its nothing more than 2 clamps and a length of the correct size wire. The Pro's will prob advise more soon.

dont have that requirement in my area so i can not advise on this but seems a little silly to me

I believe that's called a bonding wire, designed to insure that there is a good path to ground on the hot water pipes.

Water piping is often used as a ground --- and people often will assume it's a ground without checking. Also, water piping can become energized and be a shock hazard through bad wiring. If it's properly grounded, that will cause a breaker to pop. If it's not properly grounded, it might cause a severe shock hazard around water fixtures.

So ---- probably a good idea.

The electrical discussion board can probably go on at greater length with the advantages of such bonding.
