Does anyone have any suggestions for resurfacing vinal wall pannels? Could they be be textured like you lexture dry wall? What would be the surface preparation. Any and all ideas are appreciated.

Welcome to the forums!

To assure adhesion you need to make sure the walls are clean and then coat them with a solvent based primer. IMO it is better to skip the texture and just paint them. The texture may crack at the seams where the thin strips are - depending on the type of texture used, the cracks may not be overly noticable.

If you decide to texture, you can texture over the primer. The texture will also need primer but this time you can use latex:D

I am renovating a 1927 passenger train car. The interior is made up almost entirely of honduran mahogany. The problem for me is the built in china cabinets and shelves. They are covered in a strange upholstery like fabric with a very strong glue back from who knows when; but before 1927. Does anyone know what I may do to remove this stuff. It is adhered to bare oak or something of that nature.
