I recently received a 5 year old Toro 3650 snowblower from a family member who stated it "might need a tuneup".

Model 38517. The unit starts on first or second pull flawlessly but runs terrible. Very uneven and not alot of power.

So far, I've: 1) Changed fuel filter, 2) Changed spark plug to RCJ8Y (I couldn't find the recommended NGK BPMR4A),
3) Removed and thoroughly cleaned carb and jets (was actually very clean), 4) Checked governor linkage for binding (very smooth), 5) Inspected float (made of cork) and inlet needle (they look brand new!)

What I DID notice is that the arm that holds the governor spring was bent to about the 10 o'clock position. In the service manual, it is shown pointing at 12 o'clock. When its running, the throttle appears to be in the "closed" position. As in, the air vane is pulling the throttle toward the flywheel (closed position for throttle). The governor spring doesn't seem to be doing much at all even though it's the correct spring and installed correctly. The only other thing I haven't done is check the air gap.
Any help or suggestions would be greatly appreciated. With so much initial confidence, I'm lost now.
