We are selling our home and have an inspection coming up. All of our breakers except 2 are labeled. For the life of me, I cannot find what these go to. We have flipped on/off all lights in house and checked all outlets. All major appliances (kitchen), sump pump, furnace, etc are labeled correctly, along with all rooms.

Is this something that will cause us to fail inspection?

Home inspections aren't pass or fail. Problems are noted and resolutions are negotiated. If you know about a problem, it's your responsibility to either correct it or disclose it no matter what the inspection finds.

I would try again to determine where the wires connected to the breakers go and if you're sure they control nothing, disconnect them in the panel - wire nut and secure them off to the side and label each "unknown circuit". Then label the breakers "spare". It's also possible that these breakers have no wires connected to them at all, in which case you can just label them "spare".

If you don't want to do that, make sure they are either noted in the inspection or disclosed to the buyer separately in writing. This could be a major safety issue that would take little or no cost to correct...
