Bought a new water heater. A few week later, noticed water around base. Insulation was wet inside. Water caused pilot light to turn off (I assume).

Thinking it defective, took WH back to HD. They replaced with same model. Now the same thing is happening. I suspect a fitting leak perhaps where water supply comes in.

Could house water pressure be a factor? Could it be too high?

What is your water inlet pressure? Yes it can cause problems at connections, especially at the water heater since it is the first stop past the prv. Purchase a pressure valve made to screw onto the outside faucet and test your pressure. Let us know.
