I am trying to paint deeply textured ceiling tiles. The tile is 17 years old and white. However, the the surface color does not penetrate into the grooves and holes that create its surface. They appear dark and shadowy. How do I fill in all the groves and holes so that the color is uniform?

It's just my opinion but I think it would be easier to replace them with something that suits your taste. They are either glued, stapled, or on a grid system.
If you wanted to go through the effort to smooth them, first you would need to prime them, then spray them with ceiling texture (not drywall compound) and knife it smooth before it sets.

I agree with 2000! Even if you go through the steps 2000 has put before you, if you don't tape(dryall or fiberglass) the joints, and I know there are many, you can expect cracks to develop soon after finishing. I know price is relative but these tiles are cheap and easily replaced using a tape,razor knife and a stapler.
