In two words, of course, but I would strongly suggest the paper come down. Not only, without extensive attention in the way of patching that could be more work than stripping, do most seams show, you risk bubbles that may or may not dry away. I understand that you may want to simply paint and for that at least prime with a 100% acrylic latex primer such as KILZ 2, KILZ Total One or Zinsser 123...Mike
