I have that cheap paneling that has the paper on top & some of the paper is peeling away. I want to paint it however & not take it down. Should I attempt to rip all the paper off? It's half way up the wall in a couple of rooms & I thought I could do some textured painting over it. :wall:

Welcome to the forums!
You should remove anything that is loose, the paint/primer should hold the rest in place. You should use a solvent based primer - it will adhere a lot better than latex. You can top coat with your choice of latex.
