Knowing that's it's just been rebuilt, I would say the piston is installed wrong. There's a port cut in one side of the piston, this port goes toward intake side of motor. The side of the piston with no port goes toward the exhaust. Check this by removing exhaust pipe, and look into the exhaust port and see if you can see a hole in the piston, if you can the piston is installed wrong.
The engine will run with the piston install wrong but not very well. (no power or rpms)
