Our house has carpets on a concrete subfloor. I ripped out carpets today to install engineered wood flooring. In one of the rooms I discovered that under the carpet there were vinyl tiles, glued to the slab with black adhesive. I then learned that the vinyl tiles and the adhesive might contain asbestos. So now I'm trying to find a way to not disturb the vinyl tiles and somehow install the wood flooring on top of the vinyl tiles.
My plan for the rest of the house was to apply moisture retardant (I was going to use Titebond 531 Epoxy), then once that cures, glue the wood planks. What do I need to do differently for the room w/ the vinyl tiles? What things do I need to apply to A) safely encapsulate the vinyl tiles in case it does contain asbestos; and B) adequately block moisture? I don't know if Titebond 531 Epoxy will properly bond with the vinyl tiles.

You could try to first prime the tiles and then go over them with an embossing leveler like Plani patch. The sealer should stick to the patch.
