I have a whirlpool electric stove Model RF385PXE its fairly old. I pulled out the element from the receptacle and noticed one metal tip was burnt looking. The element also was not heating fully. I went to a store to look for a new receptacle but the guy said try sanding very lightly the burnt end. I did and now it really heats up. Is doing that not recommended or what. Burner seems a lot more red then it ever was. Is it dangerous having done that?

No.
If your sanding job was insufficient, what would happen is you would have a poor connection/possible hot spot located right there at the sanded location. But there is no way of making the element behave as if it were fed MORE current, by sanding the connection.
