Are you sure you hooked up a wire from 'R' on the furnace to the 'R' on the TrueSteam?
The DIP switches are under the top cover, on the circuit board. Page 18 of the manual at http://customer.honeywell.com/techlit/pdf/PackedLit/69-2036EFS.pdf describes this and tells you a little about how to set them.

The clear cover is just some tape I believe- use a pencil or knife tip to force the switch up right through the clear plastic. I'm not familiar with your furnace- you said C is connected to H? is there a 'C' on the furnace?
How do you want the control to work- do you want the humidifier to be able to turn on the fan when it wants to operate? Or do you only want it to run when the heat is on? That is important for us to know before telling you how to do the wiring and setting those switches.

I want the humidifier to run when the heat is on only
i hooked up wire R from the humidfier to TR on the furnace
i hooked up wier C from the humidfier to TH on the furnace
the furnace has TIME DELAY VALVE (V810A1012)
and this delay has TR +TH and TR
thank you

Do you have any other wires running to the TrueSteam? What type of humidistat are you using?

Now I think I'm caught up. If I understand correctly, you would need all DIP switches off. If you don't want the TrueSteam to be able to turn on the fan (you said you only want it to work when the Heat is on) you don't need to wire GT and GF. So the only other thing you need is to make sure that 24 VAC gets to the TrueSteam when the heat is on (and only when the heat is on) and it should work.
Since I'm not an expert, I'm not sure what to tell you about TR and TH- if you measure 24 VAC across them only when the heat is on, they should work great to run to the TrueSteam R and C, and with no DIP switches on, things should work. If you're having trouble with this, maybe measure a few voltages at the terminals and look for some that are hot when the heat is on. Off the top of my head I would say that between C and W would be better, but I have no idea if your furnace has these connections...
