I am considering putting Armstrong Cushion Step vinyl flooring in an entry way, but we have two steps leading to the main part of the house.

Can that cushion step stuff be installed on steps? This flooring is supposedly not glued down (except edges?) and one would think that with steps that would be an issue.

The one guy at a flooring store we went to said it COULD be glued down but you had to use a special Armstrong glue that costs $50 for the container and you can only get it in the one size.

Any help or advice is appreciated!

To me you would have a problem not gluing it down on the steps. What if you put a tiny piece of 1/4 round molding down in the corner of each tread and riser?? (step) Kinda like when you have carpet on steps. Sometimes there are these wood strips nailed/stapled to the corner to hold the carpet.

Another option is buy your own adhesive and try that. Like liquid nails. I know the guy said you need this specific glue, but who knows maybe you don't. I am no pro but just giving you some ideas.
Let us know how you make out!
Good Luck

The special adhesive is called pressure sensitive adhesive. You do not have to use it. You can lay stratamax vinyl using regular vinyl adhesive. I know installers that have done it this way for about a year. We have experimented with this combination ourselves and have not had a single issue. I brought it up with two manufacturers asking why you have to have pressure sensitive and they said if your way works use it. Just don't call us if it fails. And that makes sense to me. They have guidelines and if you don't follow them don't call and complain. I would not use liquid nails as it it too thick and not spreadable.
If you decide to gluedown then full spread it. Don't do the edges only. As for you step downs, use either rubber treads or metal caps. The rubber treads need epoxy adhesive and have an overlapping lip that you vinyl will tuck cleanly into. The metal cap would be nailed into the step down. You can not just roll the vinyl over the step edge. It will tear in the first 3 days. It's just not strong enough to handle that kind of stress.
