My fine china pattern was stored in a storage building that caught fire and burned to the ground. While going through the
ashes, I uncovered several pieces not broken but burned. I can scrape the black off with a knife but am scared that I will damage the surface. Does anyone know what I can use to clean it?

the heat has most likely damaged and melted any protective coating on the china. I would gentely try to scrape it off...i would look at this as a gift.. You were expecting it all to be gone..so anything is better than nothing remaining. Make sure that the insurance for the storage is covering you items.
